Virginia, any tools you find that you can help the public to stay out of trouble with their lenders related to their housing are good tools.
I applaud the Making Home Affordable Plan. It will definitely help many people in the heart of the country. Unfortunately it leaves many in the coast states out in the cold. California, Florida, New York and other high price states will find limited help with the plan.
As for the warning, beware, but don't necessarily walk away. Do your homework. There is value in hiring a qualified Realtor to sell your home. In the same light, there is value in hiring a qualifed Loss Mitigator to help you save your home.
Just do your homework.

Kate - Yes, our area is lucky to have low-priced homes - it doesn't seem like it to the folks who live here, income is low as well. We as Realtors need to do our homework, as well as the homeowners who are looking for solutions.
